THE TRIPARTITE COMMITTEE REPORT: Uncovering the Most Brazen Electoral Fraud in Sierra Leone’s History Series 1 We have reached a critical juncture in our ongoing effort to expose what we believe is one of the most egregious electoral frauds in modern history, perpetrated by @julius_maadabio and the Electoral Commission for Sierra Leone (ECSL) @ECsalone. Instead, the Government submitted a fraudulent “Areas of Divergence” section to cover up the stolen election — which we will fully expose in our next publications. THE AREAS OF DIVERGENCE STATES: “The bulk of the report represents the agreed findings and recommendations of the Committee, as above, intended to strengthen and protect our electoral system. The Committee endeavoured to focus on national issues and reach concrete joint recommendations wherever possible. THE AGREED TRIPARTITE COMMITTEE TERMS OF REFERENCE FOR THE EXAMINATION OF THE 2023 ELECTION RESULTS In continuation of our efforts to expose the electoral COUP D’ÉTAT staged by Julius Maada Bio @julius_maadabio and the Electoral Commission @ECsalone during the 2023 elections, we are today publishing key extracts from the Tripartite Examination Committee Terms of Reference (ToR). We call on the whole world — including our moral guarantors, the @UN_UNOWAS, @commonwealthsec, @_AfricanUnion, and @ecowas_cedeao — to note how all parties agreed to a comprehensive examination of the 2023 elections, yet the Government and the Electoral Commission for Sierra Leone (ECSL) have failed to comply with the Agreement for National Unity and the Terms of Reference by not submitting the required results and data to substantiate the declared outcomes. In contrast, the APC fully complied with the ToR by submitting 70.17% of the ECSL Result Reconciliation Forms (RRFs) issued to its agents, enabling APC candidate Dr. Samura M.W. Kamara @samurakamara201 to secure a commanding 57.15% lead above the 55% constitutional threshold. Key Extracts from the Terms of Reference (ToR): i. CRITICAL RESOLUTIONS FROM THE AGREEMENT FOR NATIONAL UNITY (ANU) FOR THE ATTENTION of GLOBAL LEADERS We continue to draw the attention of world leaders to key facts and commitments in the signed Agreement for National Unity (ANU). This agreement, mediated by @ecowas_cedeao, the @commonwealthsec, the @_AfricanUnion, and other international partners, established a Tripartite Committee to examine the 2023 multi-tier elections and resolve disputes over the results. It highlights that the declaration of @julius_maadabio as winner was contested by the opposition. Below are key preambles and resolution commitments undertaken by the Government of Sierra Leone, the All People’s Congress (APC) opposition party, and the international community. THE PREAMBLE C. “Noting that the laws of the Republic of Sierra Leone, especially the Constitution of Sierra Leone (Act No. 6 of 1991), are sacrosanct.” This preamble underscores the commitment of all parties to uphold the 1991 Constitution and all applicable electoral laws throughout the process. Constitutional and electoral provisions — including those in the Public Elections Act — formed the foundation of the Tripartite Committee’s examination. E. “Noting that the All People’s Congress has continued to request the Electoral Commission for Sierra Leone to release the ‘summary of all statements of the results from the polling stations’ (Section 92, Public Elections Act, 2022) for the 24 June 2023 multi-tier elections.” This preamble emphasises the Electoral Commission’s @ECsalone obligation under the Agreement for National Unity to release the full detailed results — including polling-station, district, regional, and national results — in complete compliance with Section 92 of the Public Elections Act, 2022. RESOLUTION 3 "His Excellency the President @julius_maadabio, in consultation with the APC Party, shall constitute a Cross-Party Committee on Electoral Systems and Management Bodies Review. This Committee will feature three-way leadership nominated by the Government of Sierra Leone, the APC Party, and Development Partners. The Committee will examine the electoral systems, structures, and processes of the 2023 multi-tier electoral cycle. It will also draw lessons from previous elections to identify and address contentious issues in election and results management including the collation, verification, authentication, and publication of electoral data in line with international best practices. The aim is to enhance the credibility of future elections in Sierra Leone and guarantee that they are free, fair, transparent, and credible. a. The Terms of Reference shall be developed under the joint leadership of the Committee within 30 days of its establishment. b. The duration of the Committee shall be six (6) months from the date of establishment. c. The recommendations from the Committee shall be actionable and implementable. d. The Committee shall be gender-balanced."
