Italy just passed one of the strictest animal protection laws in its history. Under the Brambilla Law, anyone who tortures or kills an animal faces up to 4 years in prison and fines up to $65,000, double the previous penalties. The law took effect July 1, 2025 and bans permanently chaining dogs outdoors across the country. For the first time, animals are recognized as legal subjects, not property. Organizing animal fights brings 2 to 4 years in prison. Puppy trafficking can mean up to 18 months. Filming animal cruelty online is now a crime, with harsher penalties if minors are involved. A controversial plan to confine millions of stray dogs in large-scale 'mega shelters' has been branded a potential global public health disaster. The strategy, ordered by the Supreme Court of Indiain 2025, would see stray dogs across Delhi, home to more than 33 million people, rounded up and relocated into high-density facilities. Each shelter could house up to 5,000 animals,concentrating large populations of stressed and potentially diseased dogs in close quarters. More than 2,000 experts, including doctors, veterinarians and epidemiologists, have warned that the plan creates the 'perfect storm' for zoonotic outbreaks that could spread beyond national borders. India is estimated to have between 15 million and 60 million stray dogs, a population linked to ongoing rabies cases and public safety concerns. But scientists say removing these animals could backfire, as dogs currently act as a 'bio-buffer,' limiting the spread of disease-carrying wildlife such as rats.
