CONCERNS RAISED OVER ALLEGED RWANDAN INFILTRATION OF U.S. ASYLUM SYSTEM An anonymous whistleblower has sounded the alarm, claiming that for years, Rwanda has been systematically sending active or former soldiers to the United States disguised as Hutu refugees fleeing persecution. According to the source, these individuals allegedly misrepresent their backgrounds during asylum applications—posing sometimes as Hutus or as victims of the 1994 Genocide or as Congolese Refugees —while their true affiliations lie with Rwandan military structures. The whistleblower points to specific cases in local communities of some people they know as former soldiers. Specific Cases Cited: 1⃣. Emmanuel, described as a former soldier from Rwanda’s eastern province, "now living as my neighbor." 2⃣. Felix Ruhiri, reportedly a former soldier residing in Texas. 3⃣. Jean Paul Mvukieye, identified as a recent arrival and ex-soldier. 4⃣. Bonus Kayumba, President of Oregon Rwandan Community and works as a CNC Programmer at Pentagon EMS, Oregon. 5⃣. And recent arrival of Jean Paul Mvukieye who is said to be ex-military. These individuals, the source warns, are part of a broader pattern of infiltration. Kagame's Rwanda has established Rwandan Community organizations in every state who work closely with the government of Rwanda. The whistleblower contends that one of the key goal of these networks is to secure official U.S. recognition of the 1994 events specifically as the “Genocide Against the Tutsi.” This is a contested framing. While many institutions now use that terminology, the whistleblower argues it represents an effort to shape the narrative in ways that may not fully reflect broader historical accounts sometimes referred to more generally and especially by the USA as the Rwandan Genocide. Many of the named individuals have supported local efforts such as Multnomah County, Oregon’s proclamation designating April 7 as a Day of Reflection. How to Know Rwanda Fake Refugees? 👉Members of those communities frequently travel back and forth to Rwanda and are not true refugees. Genuine refugees cannot safely return to Rwanda due to the risks involved. Those active in these official communities are therefore not truly Rwandan refugees. 👉 Rwanda fake refugees also work / are in touch with the Rwanda Embassy in USA. Among them are individuals suspected of involvement in transnational repression, allegedly working in the interest of the Rwandan government. La justice française peut-elle s’écarter de la jurisprudence du TPIR ? Le 30 octobre 2024, la cour d’assises de Paris a condamné le Dr Eugène Rwamucyo à vingt-sept ans de réclusion criminelle pour (1) complicité de génocide, (2) participation à une entente en vue de la préparation du génocide, (3) complicité de crimes contre l’humanité et (4), participation à une entente en vue de la préparation de crimes contre l’humanité. Pourtant, cette condamnation soulève une interrogation fondamentale : est-elle compatible avec la jurisprudence élaborée pendant près de vingt ans par le Tribunal pénal international pour le Rwanda (TPIR), la juridiction créée par le Conseil de sécurité des Nations Unies précisément pour juger les principaux responsables du génocide de 1994 ? Analyse Depuis sa création, le TPIR a construit une jurisprudence exigeante sur la responsabilité pénale individuelle. Les Chambres ont constamment rappelé qu’une condamnation ne pouvait reposer sur des suppositions, sur le contexte général du génocide ou sur la seule qualité d’un accusé. Elles ont exigé, au-delà de tout doute raisonnable, la preuve d’une contribution personnelle, substantielle et intentionnelle aux crimes poursuivis. Les arrêts Bagilishema, Ntagerura et al., Bicamumpaka, Nahimana et al. ou encore Bagosora et al. illustrent cette exigence. À plusieurs reprises, le Tribunal a acquitté des préfets, des ministres, des officiers supérieurs ou d’autres hauts responsables lorsque les preuves ne permettaient pas d’établir leur responsabilité pénale individuelle conformément aux standards du droit international. Or, dans le dossier Rwamucyo, les principaux éléments retenus par la cour d’assises reposent notamment sur sa participation à une réunion du gouvernement intérimaire et sur son implication dans des opérations d’inhumation des corps qui jonchaient les rues de Butare. Ces éléments peuvent-ils, à eux seuls, caractériser une complicité de génocide ? La jurisprudence du TPIR invite à répondre avec prudence. À Arusha, la présence à une réunion gouvernementale n’a jamais suffi à démontrer une participation au génocide. De même, des opérations administratives ou sanitaires, telles que l’inhumation des corps, ne constituaient pas automatiquement des actes de complicité. Le Tribunal recherchait systématiquement si ces actes avaient apporté une contribution substantielle à l’exécution du génocide et s’ils avaient été accomplis avec l’intention criminelle requise. Les différences entre le TPIR et les juridictions françaises peuvent certes s’expliquer par des règles procédurales distinctes ou par des méthodes différentes d’appréciation des preuves. Mais ces différences de méthode devraient-elles conduire à des résultats diamétralement opposés ? À notre avis, la réponse est négative. Lorsque deux juridictions appliquent les mêmes incriminations internationales – génocide, crimes contre l’humanité et complicité –, les divergences de procédure ne devraient pas aboutir à des interprétations incompatibles des éléments constitutifs de ces infractions. A propos de la condamnation pour participation à une entente en vue de la préparation du génocide, et participation à une entente en vue de la préparation de crimes contre l’humanité. Malgré ses enquêtes, le TPIR n’a pas établi un plan de génocide permettant des condamnations pour planification. Les principaux procès visant les autorités nationales (notamment ceux concernant le gouvernement intérimaire, les responsables militaires ou les dirigeants politiques) portaient précisément sur cette question. Pourtant, aucun jugement n’a identifié les auteurs d’une réunion de planification ; aucun document fondateur du prétendu plan n’a été produit ; aucun calendrier officiel de préparation n’a été démontré ; aucune condamnation emblématique n’a reposé sur une participation à la planification d’un plan de commettre le génocide. Les condamnations prononcées par le TPIR reposent principalement sur l’incitation directe et publique ; les ordres donnés sur le terrain ; la responsabilité de supérieur hiérarchique ; ou la participation directe aux massacres. Ainsi, si le TPIR a reconnu que le génocide a été commis avec l’intention de détruire le groupe tutsi, il n’a pas, dans sa jurisprudence, identifié un plan préalable suffisamment établi pour conduire à des condamnations fondées sur la planification en tant que mode autonome de responsabilité. Le porte-parole des Forces de Défense du Rwanda (#RDF), le général de brigade Patrick #Karuretwa, a réaffirmé que le #Rwanda maintiendra ses mesures défensives déployées le long de sa frontière avec la République démocratique du Congo (RDC). Cette décision va à l'encontre de l'accord de paix de Washington signé entre le Rwanda et la #RDC. Elle va également a l'encontre de la résolution 2773 du CS de l'ONU qui exige du Rwanda le retrait total et sans condition des ses troupes de la RDC. Pour rappel : le général Karuretwa est un officier sanctionné par le trésor américain pour son rôle dans l'agression que le régime rwandais mène contre la RD Congo.

Urgent Call by NCDR: Targeted Sanctions on Paul Kagame to Enforce the Washington Accords. Over 7 months after the signing of the Washington Accords, Rwanda continues to systematically violate the agreement. In eastern DRC, Rwanda-backed M23 forces occupy territory where thousands of civilians continue to be killed, women raped, and nearly six million people remain displaced. Paul Kagame, who personally committed to these Accords, has once again demonstrated that his regime signs peace agreements only to undermine them. While America celebrated its 250th Independence Day, Rwandan forces and M23 profited of these festivities and intensified their operations and made further territorial gains. As the ultimate decision-maker behind Rwanda’s actions in Congo, Kagame bears direct responsibility for the ongoing violence and regional instability. We at the National Council for Democracy in Rwanda (NCDR) urgently call on President Trump to impose targeted sanctions directly on President Kagame and his family. Today, the UN Working Group on Arbitrary Detention (UNWGAD) published its opinion on Ms Victoire Ingabire Umuhoza. The following is included in its opinion: The deprivation of liberty of Victoire Ingabire Umuhoza, being in contravention of articles 2, 3, 7, 8, 9, 10, 11, 19, 20, 21 of the Universal Declaration of Human Rights and articles 2, 9, 14, 19, 21, 22, 25 and 26 of the International Covenant on Civil and Political Rights, is arbitrary. The Working Group considers that, taking into account all the circumstances of the case, the appropriate remedy would be to release Ms. Ingabire immediately and accord her an enforceable right to compensation and other reparations, in accordance with international law. Despite the Rwandan government's efforts to justify the arrest and detention of Ms Ingabire Umuhoza through intensive propaganda, independent media outlet states that "_the ongoing trial of opposition leader Victoire Ingabire continues to divide opinion inside and outside the country._" aljazeera.com/news/2026/7/4/… Ms Ingabire's arrest was not in accordance with the constitution of #Rwanda. CLAMING THAT GENOCIDE IDEAS PERSIST IN DIFFERENT FORMS ACCROSS THE REGION: This is the official Rwandan excuse to justify their DRC invasion. This is also Kagame's excuse or weaponized argument to label dissent, opposition, or Hutu perspectives as "genocide ideology," leading to repression rather than pure security needs. 4⃣. ASSERTION THAT SECURITY AND GOOD GOVERNANCE ARE THE FOUNDATIONS OF HIS REGIME: What a joke! Independent reports document authoritarian governance all over Rwanda: suppressed political opposition, restrictions on speech/media, and transnational repression. 5⃣"WHAT HAPPENED HERE WILL NEVER HAPPEN AGAIN" Kagame uses ethnic policy enforcement (ethnicity officially banned but identities persist), human rights concerns, and regional conflicts. He presents an unchallenged success story while contested elements like power concentration under Kagame remain. Kagame used these lies to fit the liberation narrative.
