This was not a policy disagreement. It was an act of constitutional usurpation. The Constitution does not permit extension - not by motion, not by coercion, not by bribery, and not by fraud. Any claim to the contrary is a lie, and those advancing it are conscious participants in constitutional sabotage. When the illegal amendment failed, the President and his inner circle escalated to criminal conduct, including: o Physical lockout of elected Members of Parliament from the parliamentary compound. o Explicit death threats and intimidation against Members refusing to comply. o Orchestration of violence on the floor of Parliament. This conduct constitutes criminal obstruction of Parliament, abuse of executive power, and organized intimidation of constitutional officers. In a move that has no parallel in any functioning legislature on earth, the Speaker of the House - acting as an agent of the President Hassan Sheikh Mohamud - admitted private individuals who are not Members of Parliament into the chamber and allowed them to: o Occupy parliamentary seats. o Impersonate elected legislators. o Be counted toward quorum. This was legislative forgery. This was institutional impersonation. This was outright fraud. Any act emerging from this illegal assembly is legally nonexistent and must be treated as null, void, and criminally tainted from inception. President Hassan Sheikh Mohamud financed this constitutional coup by looting public resources, including funds originating from: o Somali taxpayers. o United States taxpayers. o United Kingdom taxpayers. o European Union taxpayers. No head of state immunity applies to financial crimes, bribery, or treaty violations. The funds expended to corrupt Parliament in pursuit of an illegal term extension represent the single largest monetized assault on Somalia’s Constitution in history. This episode will: o Redefine Somalia’s corruption index downward. o Be cited globally as a case study in executive criminality. o Stand as the defining corruption legacy of President Hassan Sheikh Mohamud. This is constitutional crime financed by US, UK, and EU Taxpayers. The President’s mandate expires in May 2026. There is no lawful extension mechanism. There is no ambiguity. There is no discretion. Since November 2025, credible oversight information available to the House of the People indicates a marked increase in the number of victims of human trafficking and organized migrant smuggling departing from Somalia. This escalation temporally coincides with the removal and replacement of Mr. Cartan Mohamed Cartan, whose reform architecture had materially strengthened passenger screening and anti-trafficking safeguards at official points of exit. The safeguarding regime previously enforced at Aden Adde International Airport constituted a critical compliance mechanism aligned with Somalia’s obligations under international anti-trafficking and human rights instruments. The systematic weakening or non-application of these measures represents not merely an administrative lapse but a potential breach of the State’s duty of due diligence to prevent, investigate, and suppress trafficking in persons and related transnational crimes. The operational interventions led by Cartan Mohamed Cartan demonstrably reduced the exposure of vulnerable populations - particularly women and minors - to forced labor, sexual exploitation, and organized criminal networks. The current failure to maintain equivalent protection has created foreseeable and preventable risks. Under established principles of international responsibility, a State may incur liability where its authorities, through action or omission, enable conditions that facilitate exploitation or fail to exercise reasonable preventive control over known trafficking routes. There are substantial grounds to question whether the conduct of the Minister of Internal Security, the current Director General of Immigration and Citizenship, and the Senior Advisor to the Director General constitutes administrative negligence, abuse of authority, or dereliction of statutory duties with direct consequences for the protection of fundamental human rights. Accordingly, I am formally requesting that the House of the People Committee on Homeland Security initiate an immediate, independent, and transparent parliamentary investigation empowered to: o Examine the legal and procedural basis of the leadership changes within the Immigration and Citizenship authority o Assess the dismantling or weakening of established anti-trafficking safeguards o Determine institutional responsibility for the increase in trafficking victims o Recommend disciplinary, administrative, or legal action against responsible officials o Mandate the urgent reinstatement of effective protective mechanisms This notice is also intended to alert diplomatic missions and international organizations that continued regression in Somalia’s anti-trafficking controls may expose the State to heightened scrutiny under international human rights and anti-trafficking monitoring frameworks. International partners should consider enhanced oversight, conditional cooperation, and technical engagement designed to restore compliance with international standards. The prevention of human trafficking is a non-derogable obligation grounded in binding international commitments and customary principles protecting human dignity. Institutional inaction in the face of escalating exploitation is incompatible with those obligations and cannot be normalized through administrative discretion or political expediency. I will pursue all available parliamentary and legal oversight mechanisms to ensure accountability, restoration of safeguards, and alignment with Somalia’s international duties. Cloaking political desperation in the language of “universal suffrage” does not transform an unconstitutional maneuver into democratic progress. With less than three months remaining in the current presidential term, this sudden moral awakening on one-person-one-vote is not reform - it is survival politics dressed up as principle. Let us speak plainly. Somalia’s sovereignty is under pressure, its territorial integrity is contested, its constitutional review remains incomplete, and national security remains fragile. In this testing hour, instead of consolidating consensus, the President and his inner circle are gambling with the Republic itself in pursuit of narrow political advantage and personal legacy. The same actors who rejected unilateral electoral engineering in 2021 are now aggressively advocating it. This is not evolution. It is hypocrisy of the highest order. There is no binding national agreement. There is no federal consensus. There is no inclusive electoral framework endorsed by Federal Member States, opposition leaders, and parliamentary stakeholders. To suggest that the government is “open to dialogue” while simultaneously dictating the outcome is political theater. Dialogue without genuine compromise is deception. Consultation without consent is coercion. Equally alarming is the institutional decay within the Ministry of Foreign Affairs itself. When a State Minister assumes the posture of a shadow foreign minister while the sitting Minister is visibly sidelined, it signals internal fracture and factional capture of national diplomacy. Foreign policy cannot be hijacked to defend the political lifespan of an administration approaching its constitutional expiration date. Any attempt to alter electoral modalities at the eleventh hour without broad-based constitutional consensus will be seen for what it is: an attempt to engineer either a disguised extension or a manipulated electoral outcome. Such actions will not be sanitized by slogans. They will not be legitimized by press statements. And they will not be accepted by the Somali people. To the international community, the message is direct. If you endorse this maneuver under the pretext of supporting democracy, you will not be neutral observers — you will be active enablers of constitutional subversion. History will not remember diplomatic caution; it will remember complicity. Somalia does not need performative elections designed to preserve a political clique. This government has no moral authority and no legal credibility to accuse anyone of “derailing negotiations” when it is the very architect of the constitutional crisis engulfing the country. For the past three years, under the leadership of Hassan Sheikh Mohamud, the Federal Executive has systematically: 1. Undermined the Provisional Constitution through unilateral political maneuvers. 2. Interfered in Federal Member State affairs in direct violation of federal principles. 3. Politicized the National Consultative Council framework for partisan survival. 4. Blocked genuine electoral reform while publicly preaching “one-person, one-vote.” The reality on the ground - documented through parliamentary oversight investigations, audit examinations, and constitutional review findings - exposes a pattern of deliberate state capture. The claim that the opposition “introduced unconstitutional proposals” is legally hollow. What is unconstitutional is the Executive’s attempt to centralize advisory control over state electoral frameworks while simultaneously denying legitimate stakeholders oversight participation. The administration cannot selectively invoke federalism when convenient and ignore it when politically expedient. If state election administration is truly under the jurisdiction of Federal Member States, then why has the Federal Executive repeatedly interfered in the internal political arrangements of Galmudug, Hirshabelle, and Southwest? Why has security apparatus been used to influence political outcomes? Why have federal resources been weaponized during state-level political contests? The answer is obvious: control. The accusation that advisory participation “lacks constitutional basis” is disingenuous. The Provisional Constitution mandates inclusive political consultation on matters of national elections and federal stability. Advisory oversight is not administrative takeover -  it is a safeguard against executive manipulation. The regime’s reference to “patience and flexibility” is political theatre. There has been neither patience nor flexibility - only calculated delay tactics aimed at extending political dominance beyond constitutional limits. Let us address the “one-person, one-vote” narrative directly. Somalia does not currently possess: 1. A completed voter registry. 2. An independent and operationalized electoral commission free from executive influence. 3. Security conditions capable of guaranteeing universal participation. 4. A finalized constitutional settlement resolving federal-state power divisions. Invoking universal suffrage without foundational prerequisites is not reform  - it is deception. Furthermore, this administration’s credibility on electoral integrity is severely compromised by ongoing corruption investigations, public financial irregularities, and international concerns regarding governance failures. Oversight findings have documented procurement violations, central bank irregularities, and executive interference in independent institutions. Dialogue cannot be genuine when conducted under coercion, manipulation, and constitutional distortion. The Federal Government’s attempt to frame the Somali Future Council as obstructionist is an inversion of reality. It is the Executive that has: Ignored parliamentary oversight. Circumvented legislative authority. Politicized security institutions. Treated constitutional reform as an executive decree rather than a national covenant. Let this be stated in precise legal terms - Any electoral framework designed or implemented without broad-based constitutional consensus, parliamentary legitimacy, and genuine federal participation will lack legal standing and will be subject to constitutional challenge domestically and internationally. The Somali people are not blind to what is happening. The issue is not “withdrawal from an agenda.” The issue is executive overreach, institutional capture, and corruption at a scale unprecedented in Somalia’s federal era. If the government truly believes in dialogue, it must: 1. Cease interference in Federal Member State electoral processes. 2. Respect parliamentary oversight authority. 3. Allow independent audit and anti-corruption bodies to operate without intimidation. 4. Commit to a legally grounded electoral roadmap subject to public scrutiny. Anything short of that is not dialogue - it is political theatre designed to legitimize predetermined outcomes. The era of manipulating process language while dismantling substance is over. It constitutes a formal notice, for the public record, of your continued and unjustifiable failure to initiate and conclude a full forensic audit of the Somali Disaster Management Agency (SoDMA), despite overwhelming evidence of systemic corruption, grand-scale embezzlement, nepotism, and the organized looting of international humanitarian assistance. Your inaction is no longer a matter of bureaucratic delay. It now rises to the level of institutional complicity through omission. More than three-quarters of the Somali population are internally displaced, food insecure, or dependent on humanitarian assistance for survival. The rights and dignity of these citizens have been effectively confiscated within the office of the Chairman of SoDMA, Mohamud Macallin Abdulle. Over the past three years, credible reports from international humanitarian agencies confirm that in excess of USD 3.5 billion has been allocated to humanitarian assistance in Somalia. This figure excludes unbudgeted in-kind donations and bilateral emergency assistance from the United States, EU, China, Russia, the UAE, Saudi Arabia, Qatar, and Turkey. The United States alone finances approximately 90% of Somalia’s humanitarian assistance, making this not only a Somali governance failure, but a direct defrauding of U.S. taxpayers. Yet, despite this unprecedented volume of funds, there is no commensurate improvement in resilience, adaptation, recovery, or protection of vulnerable populations. The reason is now abundantly clear - the funds have been captured and monetized by a single-family network and its clan affiliates. The SoDMA agency has been transformed into a family-run enterprise. Documented findings indicate that: o Three brothers of the Chairman - Mohamud Macallin, Sayad Cali Macallin, and Ismaiil Macallin - each receive USD 15,000 monthly salaries, registered under their wives’ names and disguised as “consultancy fees.” o Over 36 months, these three payments alone total USD 1,530,000. o Virtually every strategic department - Finance, Projects, Programs, Arab Affairs, Gender, Health, and Training - is controlled by close relatives or sub-clan members. The Finance Department is headed by the Chairman’s maternal uncle, with oversight and deputy roles filled by his nephew and niece’s son. The Training Unit - widely identified as a primary laundering mechanism - is headed by his paternal uncle. This is not incidental nepotism. It is deliberate structural capture, designed to defeat oversight and facilitate theft. The Relief Department, which should be the last line of defense for starving citizens, has become the engine of food aid theft. Evidence shows: o Food donations from the US, EU, UAE, Qatar, and China are systematically sold in Mogadishu markets after staged photo-ops with IDPs. o IDPs are paid USD 5–10 to pose for photographs; the food is then returned to warehouses and sold at night. o Each month, aid intended for 8,000–12,000 families is illegally diverted, generating over USD 500,000 every four weeks. One single incident - the so-called Goldogob delivery - generated an estimated USD 150,000 in illicit proceeds, involving a sitting Member of Parliament. Aid distribution has been ethnically and clan-gerrymandered, with Middle Shabelle - home region of the Chairman - receiving disproportionate allocations, while Hiiraan, Mudug, and Lower Juba have been effectively excluded for years. Additional documented abuse include: o Inflated aviation contracts costing USD 10,000–12,000 per flight, deliberately fragmented to maximize kickbacks to clan-owned aircraft. o Fake flood-prevention projects, including the internationally ridiculed Doolow sandbag scandal. o Procurement fraud involving ambulances and fire trucks, where donors were charged over USD 300,000 for vehicles purchased for less than USD 100,000, many of them used and nonfunctional. o Registration of donor-funded vehicles in the personal name of the Chairman, converting public assets into private property. o Funds are laundered primarily through Idman Bank, with financial concealment reportedly handled by the Chairman’s wife, a bank manager. This communication constitutes a final formal notice of your continued, deliberate, and unjustifiable failure to conduct a full forensic audit of the Somali Disaster Management Agency (SoDMA), despite overwhelming evidence of grand corruption, institutionalized nepotism, aid diversion, and money laundering - now demonstrably linked to the President of the Federal Republic of Somalia, Hassan Sheikh Mohamud, and his extended family network. Your silence in the face of this evidence has become legally indefensible. The Chairman/Director General of SoDMA, Mohamud Macallin Abdulle, has converted the agency into a family-controlled criminal enterprise. This structure was not accidental. It was deliberately engineered to neutralize oversight and conceal theft. It must now be stated clearly, for the official record: o Mohamud Macallin Abdulle is a second cousin of President Hassan Sheikh Mohamud. o The State Minister of Finance, whose daughter occupies a strategic position inside SoDMA, is also a second cousin of the President. o These appointments create a closed presidential-family financial loop linking: o SoDMA (aid inflows), o Ministry of Finance (budgetary approvals and shielding), o The Office of the President (political protection). This is not speculation. It is observable governance reality. Most shockingly - and this fact alone demands immediate forensic scrutiny - Mohamud Macallin Abdulle was publicly known in 2022 to lack even the personal means to purchase a cup of coffee prior to his appointment as Chairman of SoDMA. Today, less than three years later, he is a multimillionaire, owning: o Multiple properties in Mogadishu and Nairobi, o Luxury vehicles registered in his personal name, o The means to finance frequent international travel and leisure. There exists no lawful explanation for this transformation other than the systematic looting of humanitarian aid funded overwhelmingly by U.S. taxpayers. It must now be stated without euphemism or diplomatic caution - the President of the Federal Republic of Somalia, Hassan Sheikh Mohamud, and his extended family are beneficiaries of a system that has systematically looted U.S.-funded humanitarian assistance through the Somali Disaster Management Agency (SoDMA). The most damning evidence of criminal enrichment is not abstract. It is factual, observable, and irrefutable. By installing a close relative with no prior wealth of independent means at the apex of Somalia’s humanitarian system - and by ensuring that financial oversight remained in the hands of the same extended family network - the President effectively outsourced the looting of U.S. aid to a trusted kinship structure, while maintaining political deniability. This is not passive negligence. This is benefit-through design. Every dollar stolen from food aid warehouses, every inflated aviation contract, every fake training workshop, every overpriced ambulance, and every laundered consultancy fee represents: o A direct abuse of U.S. congressional appropriations. o A breach of trust with the American taxpayer. o A moral crime against starving Somali civilians. The continued protection of Mohamud Macallin Abdulle - despite overwhelming evidence and despite the catastrophic consequences for donor confidence - can only be explained by presidential family interest in preserving the flow of illicit benefits. The recent U.S. Government suspension of all foreign aid, including humanitarian assistance, is not a misunderstanding or a policy accident. It is the inevitable consequence of the President’s decision to allow his family network to treat U.S. humanitarian funding as a personal revenue stream. In effect, the President of Somalia has presided over a system in which American taxpayers unknowingly financed private enrichment under the cover of famine relief, while Somali oversight institutions - including the Office of the Auditor General - failed to intervene. This constitutes not only corruption, but state-enabled fraud against the United States of America. The continued protection afforded to the Chairman of the Somali Disaster Management Agency by President Hassan Sheikh Mohamud constitutes obstruction of justice and abuse of constitutional office. Despite overwhelming, documented, and publicly known evidence of grand corruption, organized aid diversion, and illicit enrichment within SoDMA, the President has willfully failed to remove, suspend, or subject his close relative to independent investigation, and has instead allowed him to retain full control over U.S.-funded humanitarian operations. By maintaining political cover, discouraging enforcement action, and permitting the suppression of forensic audits, the President has actively interfered with lawful oversight processes, frustrated parliamentary accountability, and enabled the continued defrauding of U.S. taxpayers and the theft of food from starving Somali civilians. This conduct is not mere negligence; it is deliberate obstruction designed to shield a family-linked beneficiary of corruption, in direct violation of the President’s constitutional duty to uphold the rule of law and protect public resources. Absent a forensic audit, the only logical inference is criminal enrichment under presidential protection: o Food aid intended for 8,000–12,000 families per month is stolen and sold. o IDPs are used as photographic props and dismissed with token cash payments. o Proceeds exceed USD 500,000 every four weeks. These practices persist only because the perpetrators enjoy political immunity. Donor funds are: o Inflated through aviation contracts, o Stolen through fake flood-control projects, o Laundered through vehicle procurement schemes. o Luxury vehicles purchased with humanitarian funds are registered in Mohamud’s personal name, ensuring permanent private ownership. Under Article 111(G) of the Provisional Constitution, the Public Financial Management Act, and international audit standards, you are obligated to act independently of political power. Your continued inaction now raises a grave question - Is the Office of the Auditor General protecting the law - or protecting the President’s family network? I formally demand that your office: o Immediately initiate a full forensic audit of SoDMA (2022–present). o Conduct lifestyle and asset-tracing audits of: o Mohamud Macallin Abdulle, His immediate family, and Connected Ministry of Finance officials. o Secure all financial records and prevent tampering. o Refer criminal findings to the Attorney General and international partners.
